update libvpx & libwebp to latest releases (#629)
* update libvpx & libwebp to latest releases libvpx: 1.13.1 libwebp: 1.3.2 * Dockerfile: update libwebp libraries libwebpmux is required for libwebp_anim_encoder. libsharpyuv is required by libwebp since 1.3.0.
